Job Description: This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, & Information Service (NESDIS), Office of Projects, Planning, and Analysis (OPPA), with one vacancy in Silver Spring, MD. Job Responsibilities: As a Budget Analyst, you will be performing the following duties: Develop budgetary requirements for the organization, review budgetary funding documents to verify accounting information and funds availability, monitor program budget execution to prepare analyses and reports on costs and obligations, and develop and maintain detailed files containing financial plans and budget reports. Project and analyze the National Environmental Satellite, Data and Information Service (NESDIS) offices’ budgetary actions to develop, recommend, implement and render authoritative interpretations of policies, directives and precedents within and across Department of Commerce (DOC) lines and serve as policy and planning authority/expert advisor to top management. Review, analyze, revise and recommend approval, disapproval, or modification of budget requests and justifications to communicate budgetary data effectively and present the budget for organizations to the managers of the serviced programs and to budget officials. Prepare detailed monthly review information of fund status and identify and report obligation and cost variances to investigate and determine explanations for monthly variances between financial plans and actual obligations. Enter commitments and obligations into the Office of Policy, Planning and Administrative (OPPA) Database and enter quarterly and monthly spending plans in the Commerce Business Systems (CBS) and the Management Analysis and Reporting System (MARS).
