Job Description:

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

Job Responsibilities:

  • If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.
  • You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.
  • Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency’s goal of providing new leaders with the skills and tools you need to be successful.
  • If you are selected, you may be required to complete a one-year probationary period.
  • This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.
  • If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

Job Requirements:

  • Ability to advise and provide counsel to employees regarding policies, procedures, and directives of management.
  • Position has education requirements–see Qualifications/Education section.
  • Ability to establish, develop, and maintain effective working relationships with high level officials within and outside of the Office of Water.
  • Ability to appraise subordinate workers performance ensuring consistency and equity in rating techniques.
  • Knowledge of technical issues related to the regulatory development process.
  • EPA and non-EPA applicants must submit transcripts/course listings.
  • Ability to organize, motivate, and direct teams, and individuals to accomplish organizational goals and priorities.
  • Ability to meet with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
  • Ability to oversee and provide technical direction to staff that have contract/grant responsibilities.
  • Ability to manage complex environmental projects and balance competing issues and workloads.
  • Ability to develop, modify, and/or interpret performance standards.
  • You must be a U.S. citizen.
