Job Responsibilities: Advising on and reviewing Public and Confidential Financial Disclosure Reports, including nominee clearance for Presidential appointments. Supporting the administration of the DHS Standards of Conduct program, including completing required Ethics in Government Act requirements, conducting specialized or tailored training, as well as drafting departmental level policies. Conducting complex legal analysis related to conflict of interest statutes, the Standards of Ethical Conduct laws, regulations, and applying department policies to departmental programs/operations or personnel. Familiarity with related areas of law including the Hatch Act, Federal Advisory Committee Act, Non-Federal Travel Support, and statutory gift acceptance interpretation. Job Requirements: One (1) year of professional legal experience (equivalent to the GS-11 level) or one (1) year of judicial clerkship. Other evidence of clearly superior accomplishment or achievement. Full-time or continuous participation in a legal aid program as opposed to one-time, intermittent, or casual participation. The first professional law degree (LL.B. or JD), or Special high-level honors for academic excellence in law school (e.g., membership in the Order of the Coif, winning a moot court competition, or membership on the moot court team that represents the attorney's law school in competition with other law schools.) The first professional law degree (LL.B. or JD), AND superior law student work. Superior law student work or activities as demonstrated by one of the following: Academic standing in the upper third of the attorney's law school graduating class. Significant summer law office clerk experience. Work or achievement of significance on one of the attorney's law school's official law reviews or journals.
